Careful animal husbandry?

While on the road last summer I came across a "roadside stand" selling some of the local produce.
I don't think I'm a bleeding heart about these things but somehow this seems to me to an excessive use of force on the local population.
The laundry line behind the "rugs" is made up of the tails of former residents of the community.

Seeing this display got me thinking about the differences in attitude of different communities.
I'm guessing that the "locals" think nothing of this mass slaughter of the local "game".
I realize that there is a real benefit in managing the herd but this sort of extermination is hard for me to come to grips with.
